The Oath Foundation has submitted a proposal to the City of Reno to transform the vacant property at 264 Keystone Avenue into OATH HQ: a permanent community hub, training space, and the future home of a museum honoring American heritage. Our bid was submitted on September 4, 2026. We are one of just three bidders, and we are now preparing for the City's committee interview stage.
Every letter of support strengthens our case with the review committee. A short letter takes two minutes: who you or your organization are, why a facility like this matters to you, and how you might use it. Letters are shared only with the City of Reno as part of its review; we will never publish them or use them for anything else.
The plan turns 26,640 square feet of vacant former police facility into a multi-use community hall for events, nonprofit fairs, training, and community dinners; a dividable classroom seating 50 to 75; affordable office suites for local nonprofits with a shared lounge and co-work commons; a makerspace with shared tools and equipment; the OATH Digital Heritage Library, digitizing historical records and oral histories for public access; heritage museum galleries in the final phase; and warehouse storage and logistics supporting partner organizations, all behind a rebuilt, safer, landscaped corner at a gateway location.
The property has been vacant since 2025. OATH HQ is designed as a community hub first, with OATH as its anchor tenant and long-term steward.
The work moves in three phases so every commitment matches real capacity. Phase 1 delivers stabilization and safe occupancy, including urgent repairs, priority building systems, the classroom, the community hall, and rebuilt accessible restrooms. Phase 2 adds the makerspace, digital library, storage, partner offices, and the shared lounge. Phase 3 completes the museum galleries and full public programming.
Our commitment to the City is a minimum $1.6 million rehabilitation investment over five years, a 15-year public-benefit covenant recorded against the property, enforceable milestones, and annual public reporting. The City holds security equal to the property's full appraised value throughout the term. This isn't a giveaway; we designed it that way on purpose. At full operation, our goal is 25,000 participant visits and service contacts each year, a planning goal we will report against annually.
