The Oath Foundation has proposed acquiring and rehabilitating the vacant former Reno Police evidence facility at 264 Keystone Avenue and turning its 26,640 square feet into something this community can actually use: a shared home where nonprofit organizations, educators, volunteers, and residents have access to space, equipment, and programming that none of them could sustain alone. Our proposal was submitted to the City of Reno on September 4, 2026 and is now under City review. No award has been made. The building has sat empty since 2025. Our plan puts it back to work with a committed minimum rehabilitation investment of $1.6 million over five years, a 15-year public-benefit covenant recorded against the property, and annual public reporting to the City, so the community's interest is protected at every step. The City holds security equal to the property's full appraised value throughout the term, and rehabilitation milestones are enforceable. This isn't a giveaway, and we designed it that way on purpose. The plan includes a multi-use community hall for events, nonprofit fairs, training, and community dinners, reservable by partner organizations; a dividable classroom seating 50 to 75; three to four affordable office suites for local nonprofits with a shared lounge and co-work commons; a makerspace with shared tools and equipment; the OATH Digital Heritage Library, digitizing historical records and oral histories for public access; heritage museum galleries in the final phase; warehouse storage and logistics supporting partner organizations; and a rebuilt, safer corner with fully accessible restrooms, security, restriped parking, and landscaping at a gateway location. The work moves in three phases so every commitment matches real capacity. Phase 1 delivers stabilization and safe occupancy: design, permits, security, urgent repairs, priority building systems, the classroom, the community hall, and rebuilt restrooms. Phase 2 adds the makerspace, digital library, storage, partner office suites, and the shared lounge. Phase 3 completes the museum galleries and full public programming. At full operation, our goal is 25,000 participant visits and service contacts each year. That is a planning goal, not a promise, and we will report actual participation to the City annually so progress is measured, not asserted.
